EPR fee context (illustrative)

Extended Producer Responsibility (EPR) fees under PPWR are set at Member State level by Producer Responsibility Organisations (PROs), not harmonised EU-wide. There is no single EU percentage or fee schedule: each country's PRO sets rates based on packaging weight, material, and recyclability grade.

PPWR Art. 44 requires Member States to implement EPR schemes, with full obligation applying from 1 January 2030. Modulated fees (higher for less recyclable packaging) are required from the same date.
